Sous le haut patronage de

Monsieur Emmanuel MACRON

Président de la République

As a major international event, the Paris Defence and Strategy Forum (PDSF) has a strong ambition: to enable French and European strategic thinking to make an effective contribution to the wider debate on major security and defence issues.

The PDSF follows in the tradition of major international conferences devoted to defence and security issues. Leveraging forward-looking debate and cross-disciplinary exchange, its programme explores the challenges and prospects of the return of war to Europe, strategic and geopolitical developments, information and influence issues, and major technological and societal transitions. As in 2024, participants will be able to examine issues relating to nuclear deterrence, the respective roles of NATO and the EU, new geopolitical, capability, industrial and technological issues, as well as ethical questions and human resources.

Over three days, from 11 to 13 March 2025, French and international experts, both civilian and military, will share their analyses and solutions at round tables, conferences, workshops and strategic game simulations.

On this occasion, the PDSF 2025 program will be structured around three axis of reflection and a central theme: EUROPE AT THE CROSSROADS

Which alliances?

Defence and security architectures and cooperation

In this transformation phase, international collective security organisations are called upon to rethink their actions and functioning, as well as to strengthen cooperation efforts among their members. At a time where alliances are being forged between our strategic competitors, when the future of the transatlantic alliance is on hold, and when a defence apparatus for Europe has yet to be built, it is necessary to continue reflecting upon the future of international alliances at European and Atlantic levels and beyond.

For what kind of world?

Regional and geopolitical challenges

In terms of geopolitics, a reshuffling of regional balances and the rise of new competitors are changing the international stage. From the Indo-Pacific to the Middle East, including Africa and the Black Sea, it is now necessary to question and initiate reflection on future developments and the role of France and Europe in the world.

With what means?

Exploring capabilities and tools available to the armed forces

The proliferation of new fields of competition and/or confrontation, such as cyber, space and high altitude, and the informational space, combined with numerous technological transformations, such as drones and artificial intelligence, are profoundly disrupting our societies and their security. Strategic thinking must be at the forefront of these transformations, and reflect on their implications.
